Approximately 95% of onboard crew at Mitsui O.S.K. Lines have non-Japanese citizenship. Among them, Filipino crew members historically form the core due to their excellent English communication ability. Based on our experiences in training Filipino seafarers, we provide global human resource consulting services including recruitment and education in a wide range of industries other than seafarers.
We provide Global Human Resource consulting services including recruitment and education in a wide range of industries other than seafarers.
The following video (approx. 2 minutes) introduces the services we provide to help you solve your problems.
For many years, we have been committed to the education and training of seafarers in the Philippines in order to secure personnel for stable business continuity and to provide ongoing education to maintain a certain skill level essential for safe operations.
Utilizing these experiences and knowledge acquired from training seafarers, we provide global resource consulting services in a wide range of industries for companies that are facing human resource shortages in fields other than seafarers.
The Magsaysay Group is our partner in the Philippines and we have been collaborating on a variety of projects including establishing a crew training facility in 1993 and founding and operating our own mercantile marine college in 2018. Crew who have been trained in our partnership support the high standard of safety in our vessel operation.
Furthermore, the Magsaysay Group is active as an employment agency in fields other than seafarer. The company has one of the best track records in the Philippines in terms of human resource training and sending to countries around the world.
For companies looking to newly hire or expand international talent, we provide services to identify your human resources needs, to train them at the Philippines and to send them out to you in conjunction with the Magsaysay Group.
Starting with the identification of issues, we conduct careful interviews to determine details such as the characteristics of the human resources needed, the training to be conducted before entering Japan, the time of acceptance, and the number of trainees. We also coordinate and support the entire process to create the best plan for the trainees and the client company.
We not only provide support for companies and employees in case of trouble, but also provide assistance to family members who remain behind in the employees' home country. This allows employees to feel comfortable working in a foreign country and supporting their family back home.
Our staff will act as a liaison between you and the Philippine companies involved in the pre-employment consultation, the hiring process, and post-employment follow-up as needed. We aim to provide a stress-free service from the perspective of customers who face various issues such as difficulty in following complicated procedures.
Filipinos possess various advantages, but it could probably be said that their biggest advantage as workers is their command of English. While we provide some degree of Japanese language education, it is of great advantage to be able to communicate with them in a "language other than Japanese" in their daily life and work. Additionally, their English may become useful when they need to read materials available only in English or when they need to negotiate in English in the future. Filipinos are known to be cheerful and are good at communicating, and you can expect them to adjust to the new life and workplace quickly in a language other than their own, which is mainly Tagalog.
Furthermore, the Philippine Overseas Employment Administration (POEA) conducts its own pre-employment review. This is a system to protect workers that is unique to the Philippines, which is said to be the world's largest supplier of workers to overseas markets. While it means additional rules to consider and necessary steps to take from the employer's point of view, it is said that it reduces incidences of trouble after workers enter their destination countries. (We support clients throughout the POEA process.)

Training of the Japanese language and technical skills can be provided prior to entering Japan at training facilities that MOL and Magsaysay own. The Japanese language and/or technical skills training programs can be customized according to your required attainment levels or requisite contents in each industry and company (ex. technical terms and specialized skills). The technical skills training can also be provided at the level and content that your industry and company require. In order to meet the needs of companies that want their employees to undergo training in the Philippines so that they can reach a certain level of Japanese language and technical proficiency when they start working in Japan, we offer "tailor-made local training" that can only be realized through our strong local partners and bases.
Training is available for many different industries including building cleaning, serving and cooking at restaurants, and maintenance of windmills.
