Flag State
The Flag State of a merchant vessel is the jurisdiction under whose laws the vessel is registered or licensed, and is deemed the nationality of the vessel.
On the high seas, the national rights of the nationality of the ship are exercised.
The ship's certificate of nationality should be displayed on board, and the port of registry should be marked on the stern.
