Project Overview

This project was initiated with a mid- to long-term perspective.
MOL is helping to establish a system so that partner companies to Osaka Gas Network Co., Ltd. can accept Filipino workers smoothly.
Specifically, we help visa issue, introducing them to the Filipino sending organization and training facilities, reviewing optimum pre-departure training program (customized Japanese language education and construction of facility to train piping workers, etc), continuously providing information about the Philippines, and supporting communication between stakeholders in the two countries. We are looking forward to stable operation of the project with our support ten years from now.

Key Points of this Project

  • We provided support to partner companies of Osaka Gas Network Co., Ltd. to help facilitate the smooth intake of Filipino workers.
  • Many partner companies were hiring foreign personnel for the first time, and it was the first time hiring Filipino personnel for all companies involved.
  • We accompanied a total of nine companies on visits to the Philippines and provided opportunities to experience Filipino history and culture, including tours of related facilities.
  • We also provided Japanese language education and training about gas to incoming employees in the Philippines prior to assignment, and partner companies thanked us, stating: "We were able to integrate them smoothly".

Pre-Employment Education

We conducted Japanese language education for the trainees in the Philippines. By making full use of online classes as well as group training and follow-up before arrival in Japan, the trainees acquired basic Japanese language skills, including some technical terms, before arriving in Japan. After arriving in Japan and before being assigned to each company, the trainees received basic gas education and group training on safety at Osaka Gas Network Co., Ltd. facilities.

The foreign worker joined our company who is mainly engaged in gas piping work at residences. He is very serious and eager to learn, and despite only being together for about 4 months, he can communicate well in Japanese. It is very encouraging to see him working so hard every day in Japan, a country he is not familiar with. We hope that he will grow with us as our valued colleague.

Challenges

Visit to the Philippines

Because most partner companies would be accepting international workers for the first time, we took representatives from nine companies, together with Osaka Gas Network Co., Ltd. representatives, to the Philippines.

We covered a lot of activities including visiting sending organization and training facilities and experiencing Filipino history and culture. It also provided a valuable opportunity for us to discover concerns and opinions of partner companies because we don't usually have such opportunities for direct communication with them. We will be able to utilize this information in our subsequent support activities.

Impact of Covid-19

While we were preparing for their entry to Japan in October 2020, the unexpected pandemic due to Covid-19 caused a big delay in the project and put us in a difficult situation to determine when we could restart it. We had multiple discussions with Osaka Gas Network Co., Ltd. and other stakeholders to work out a way to restart the project with utmost attention to safety.
As a result, we were able to resume the hiring process at the start of 2021 using online communication and other means.
